    Place milk and granulated sugar in medium saucepan over medium heat.

    Simmer, stir until sugar is dissolved.

    Remove from heat and add in chocolate powder. Stir.

    Stir in chocolate chips until melted.

    Stir in food color and vanilla.

    Pour into a Chinet Comfort® cup, then top with whipped cream and sprinkles.
